Answer: Premium Diallers are bits of software that install on your PC, often without your knowledge, then dial premium rate or international phone numbers to connect to the internet. They were originally developed by website publishers as a way of making money online. Premium Diallers are prevalent on adult sites and sites carrying pirated material such as music, films and software. Premium Diallers only affect computers that have a dial-up modem connected to a phone line. Broadband users are therefore safe, unless they also have a dial-up modem connected to the phone line. If you don't take precautions, you may only realise you've got a Premium Dialler infection when your phone bill arrives (check it closely for 09 numbers).

Answer: You should contact PhonepayPlus (if calls terminate in UK) or call 0800 500 212. PhonepayPlus is the industry-funded regulatory body for all premium rate charged telecommunications services. PhonepayPlus regulates the content and promotion of services, such as adult content, through its Code of Practice. It investigates complaints and has the power to fine companies and bar access to services.
Question: I have contacted PhonepayPlus about a premium rate dialer scam that I have been a victim of, but wish to take the matter to arbitration, where else can I go?
Answer: OTELO and CISAS are organisations that run arbitration schemes for UK customers. All UK telecom companies have signed up with one or other of these organisations and the telecom companies agree to abide by their judgements. These organisations have the power to order companies to waive part or all of a bill.
