The Hotline
To ensure the Hotline provides a comprehensive service to the Public, Service Providers and Law Enforcement Staff.
 
 
Tasks
1)      
Liaise with mobile network operators, mobile manufacturers and fixed internet service providers to keep abreast of the technological capabilities and advances in their product ranges
2)      
Contribute to relevant inter-agency partnerships addressing online child abuse issues
3)      
Identify and report on evident trends in online paedophile behaviour
4)      
Monitor and report on advances in encryption techniques that may be used by paedophiles on the public networks
5)      
Continually seek technological solutions to automate and streamline standard operating procedures
6)      
Install a new Report Management System
7)      
Experiment with and implement any new tracing innovations
8)      
Further develop bulk image viewing software in partnership with Microsoft to enhance newsgroup monitoring system 
9)      
Work with mobile operators to ensure effective tracing and notice and takedown arrangements are in place
10)  
Research the methods criminals may use to deploy stealth methodologies to hide their behaviour relevant to our remit
11)  
Research internet methods of obfuscation, masking and other detection avoidance systems.
12)  
Provide a briefing service to Board (Trustees) funding members, police, government and inter-agency partners on statistical trends and new techniques apparently being deployed by criminals relevant to our remit
13)  
Provide the Newsgroup monitoring and up-dating service to all registered parties
14)  
Review and develop a key word list to all members requiring the service
15)  
Consider and implement new services for provision to our members
16)  
Encourage INHOPE members to swap their CAI URL data
17)  
Examine new technologies and devise methods to provide new leads on matters within our remit
18)  
Undertake a review of newsgroup policies

Continuously review CAI service to improve and enhance service wherever possible.

Media

Liaise with Home Office to improve handling and response to racial incitement allegations

Monitor developments with regard to government intentions on incitement to religious hatred proposals

Work in partnership with the Home Office on policies for dealing with adult content available to minors

Work in partnership with the Home Office with regard to challenges to the current Obscene Publications Act legislation

Work in partnership with the Home Office on the ‘discovery engine’ project

Work in partnership with the DTI with regard to improving trust and confidence in the online environment as internet and mobile service providers extend their services nationally

Monitor government policies and statutory regulations as they relate to small businesses

Engage with experts in the charitable sector so as to respond to nuances and trends applicable to IWCF

Contribute as appropriate to BECTAs work programme

Maintain relationships with officials within the DCMS where their responsibilities overlap with our remit

Actively participate on behalf of the UK in INHOPE affairs

Raise the issue in appropriate fora about how to tackle child abuse images being circulated on P2P technologies

Highlight the issue of diverse payment mechanisms used to acquire child abuse images

Work in partnership with the UK government and international governments to assist them in setting up new hotlines within our remit

Work with government inspired strategies to build multi-organisational cross sector support for initiatives such as the Home Office Taskforce for the protection of children on the internet

Work with the UK government in providing accurate and reliable information for their officials to engage with foreign entities on the trends in hosting potentially illegal abroad

Police & Law

To improve our dialogue with the Police and their specific sections and to work closely with them on all issues that are within our remit

Work with ACPO, CPS and other relevant organisations to develop potential laws and legal amendments within our remit

Assist law enforcement staff in their endeavours to investigate offences directly relevant to our remit

Update our website with appropriate legal information

Develop an outreach programme to all British LEA’s that have an interest in online child abuse and criminally obscene and racist content

Be aware of criminal law cases and legal changes that impact on our business

Promote the advantages of UK legislation as it relates to minimising the availability of child abuse images online

Work in partnership with credit card bodies to identify organisations that exploit their card services to purchase potentially illegal child abuse content

Contribute to the work of the Combating Child Abuse on the Internet multi-agency partnership

Work in partnership with the Serious Organised Crime Agency but primarily with staff employed in the National Internet Safety Centre

Funding Council
